Zkusil bych tohle:

    If Cells(r, 2).Value = 0 Then
        Rows(r).EntireRow.Delete
        Rows(r).EntireRow.Delete
    End If

a nebo tohle:

    If Cells(r, 2).Value = 0 Then
        Rows(r).EntireRow.Delete
        Rows(r+1).EntireRow.Delete
    End If
